About Us

Heads of ASEAN Power Utilities/Authorities (HAPUA) is the recognized electricity organization in Southeast Asia region. The MoU was signed in May 2004 by Department of Electrical Services of Brunei Darussalam, Electricité du Cambodge of Cambodia, PT PLN (Persero) of Indonesia, Electricité du Laos of Lao PDR, Tenaga Nasional Berhad of Malaysia, Department of Electric Power of Myanmar, National Power Corporation of Philippines, Singapore Power Limited of Singapore, Electricity Generating Authority of Thailand, and Electricity of Vietnam.

Its objective is to promote cooperation among its members to strengthen regional energy security through interconnection development, enhancing private sector participation, encouraging standardization of equipment, promoting joint project development, cooperation in human resources, research & development, and to enhance quality & reliability of electricity supply system.

Established in 1981, HAPUA has undergone through several organization restructuring. The latest was in the 28th HAPUA Council Meeting in June 2012 in Brunei Darussalam, where the new structure of HAPUA Working Groups was adopted:

HAPUA Working Group No. 1 – Generation & Renewable Energy
HAPUA Working Group No. 2 – Transmission / APG
HAPUA Working Group No. 3 – Distribution and Power Reliability & Quality
HAPUA Working Group No. 4 – Policy Studies & Commercial Development
HAPUA Working Group No. 5 – Human Resources

To support our activities, we collaborate with several dialogue partners and international organizations, including Japan, Korea, China, Australia, US, Russia, ASEAN Secretariat, ASEAN Center for Energy (ACE), International Energy Agency (IEA), Economic Research Institute for ASEAN and East Asia (ERIA), and ASEAN Energy Market Integration (AEMI).

Our current focus is to support ASEAN Economic Community through ASEAN energy market integration by succeeding the implementation of ASEAN power Grid (APG) as HAPUA is assigned to based on MoU of APG. APG is the most important element of energy connectivity. APAEC 2016 – 2025 listed it as project program no. 1 and put the Laos-Thailand-Malaysia-Singapore Power Integration Project (LTMS PIP) as prioritized pilot project.

The HAPUA Secretariat is appointed to PT PLN (Persero) for the term 2015-2018.

  • HAPUA Working Group No. 1

    Generation & Renewable Energy

    Chair : Indonesia

    Vice -Chair : Lao PDR

    Objectives:

    • To identify potential energy resources to ensure fuel security studies to support APGCC for each member countries
    • To share knowledge & experience on Generation and Renewable Energy
    • To set up community of Generation & Renewable Energy expert
  • HAPUA Working Group No. 2

    Transmission / ASEAN Power Grid (APG)

    Chair : Thailand

    Vice-Chair : Vietnam

    Objectives:

    • To facilitate and expedite the implementation of the ASEAN Interconnection Power Project by working towards harmonizing technical standards and operating procedures among the ASEAN Member States.
    • To Review and update the AIMS by incorporating new elements of AIMS long‐term power demand forecast, optimization of regional long‐term power development plan (with interconnection scheme), identification of feasible interconnection project and to implement the recommendations of the updated AIMS.
    • To share strategies, best practices, challenges and experiences of member utilities on enhancement of transmission system reliability and technology development.
    • To exchange experiences and technology in system protection and control, operation and maintenance and to establish criteria for the benchmarking of system operations performance among ASEAN countries.
  • HAPUA Working Group No. 3

    Distribution and Power Reliability & Quality

    Chair : Singapore

    Vice-Chair : Myanmar

    Objectives:

    • To share strategies, best practices, challenges and experiences of member utilities on enhancement of power reliability, quality and minimize losses in support of the implementation of the APG
    • To discuss the impact and smoothen the integration of Distributed Energy Resources (DER) / Renewable Energy on the power grid in support of HAPUA’s target of achieving 23% of renewable energy by 2025
    • To exchange experiences and practices of power reliability & quality projects, renewable energy integration processes as well as asset management

    Policy Studies & Commercial Development

    Chair : the Philippines

    Vice-Chair : Cambodia

    Objectives:

    • Study on (harmonization of) the limitations and propose solutions on legal and regulatory framework for bilateral and cross border power interconnection and trade and formulation of institutional and contractual arrangements for cross border electricity trade to include Taxation, Tariff and Third Party Access (Wheeling Charge)
    • Study Identify and recommend Financing Modalities for realizing the APG
    • Project Development for ASEAN resources participation to develop the generation, transmission and distribution within the region
  • HAPUA Working Group No. 5

    Human Resources

    Chair : Malaysia

    Vice-Chair : Brunei Darussalam

    Objectives:

    • To facilitate, coordinate and contribute towards the implementation of the ASEAN Interconnection Power Project through utilization and optimization of expertise within ASEAN utilities
    • To share strategies, best practices, challenges and experiences of member utilities on enhancement of ASEAN human resource.
    • To identify and coordinate training and development projects on Human Resource and Human Capital Development which benefit members from ASEAN utilities/authorities
    • To facilitate short and long term development program through the utilization of resources not only within the utilities/authorities but also external resources outside ASEAN utilities/authorities
