Experts Exchange Program between EVN and PLN on Renewable Energy Policy

From August 14-25, Vietnam Electricity (EVN) held an Expert Exchange Program with the delegation of PT Perusahaan Listrik Negara – Indonesia (PLN) on Renewable Energy Policy. Vice President of EVN Dr. Vo Quang Lam chaired the opening session.

The exchange of experts between EVN and PLN is within the framework EVN’s initiative as launched by EVN during the HAPUA Working Group 5 Annual Meeting organize in Vietnam last December with the participation of all utilities of ASEAN countries.

The main purpose of the EVN’s Expert Exchange Program is to facilitate favorable conditions for experts from ASEAN’s power utilities to exchange on various topics and fields of mutual interest, topics ranging from technical to non-technical matters.

Dr. Vo Quang Lam said that at present, the topic of renewable energy is the great concern of most countries in the world, especially in the context that energy transition is an inevitable trend. He expressed his hope that after this expert exchange, EVN and PLN will have the opportunity to discuss many other areas of mutual interest such as risk management, internal audit, corporate governance, customer experience…

Ms. Putu Purwaningsih – PLN’s Legal Business Partner Transition Energy Officer, head of the delegation, thanked EVN for creating favorable conditions for PLN experts to have the opportunity to exchange and learn from EVN’s experiences in the subject matters of renewable energy policy. The Indonesian government has set a target of becoming carbon neutral by 2060. Currently, Indonesia is also in the process of developing renewable energy. Ms. Putu Purwaningsih hoped that this exchange program with EVN would help PLN gain valuable experience for PLN’s best preparation on development of renewable energy in the near future.

Many highly practical questions were raised in the discussion session and discussed in detail by experts from both PLN and EVN. The exchange of experts between EVN and PLN is planned to take place from August 14 – 25 at the Headquarters of Vietnam Electricity and in some EVN’s subsidiaries.

We, the Heads of ASEAN Power Utilities/Authorities, reiterate our commitment to enhance energy connectivity and market integration in ASEAN to achieve energy security, accessibility, affordability and sustainability for all while taking necessary actions to preserve the environment and address climate change challenges. We are specifically committed to:

 

  1. Welcome the commencement of the Lao PDR–Thailand–Malaysia-Singapore Power Integration Project (LTMS-PIP) in June 2022, which enables up to 100 MW of cross border power trade from Lao PDR to Singapore via Thailand and Malaysia using existing connection for two-year period as a further step to support HAPUA initiativeson the ASEAN Power Grid (APG) and Multilateral Power Trade (MPT) in the region;

 

  1. Encourage participation of other ASEAN Member States (AMS) to the MPT of the LTMS-PIP which has shown a great accomplishment as well as supporting the initiation of multilateral power trade in other sub regions;

 

  1. Achieve milestones of the road map and action plan of the minimum requirements for establishing MPT set forth in the completed Feasibility Study for ASEAN MPT by working hand in hand with ASEAN Energy Regulators Network (AERN) and ASEAN Power Grid Consultative Committee (APGCC) to collaborate and create consensus on regulatory aspects of the MPT and the APG, to establish the market mechanism, institutions and interconnection infrastructure needed to advance the multilateral power trade;

 

  1. Explore results and recommendations coming from ASEAN Interconnection Master Plan Studies III (AIMS III) to be used as a reference for APAEC Phase II implementation and further development of APG and Multilateral Power Trade with the purpose of increasing the integration of renewable energy into the grid by capturing the opportunities and benefits of having higher variable renewable energy (VRE) and the use of emerging new, lower cost and sustainable technologies;

 

  1. Contribute to the achievement of the ASEAN Renewable Energy (RE) target of 23% share of Total Primary Energy Supply (TPES) in line with AMS initiatives on energy transition and decarbonization by assessing the potential of renewable energy investment opportunities and contribution to the APG, and examine the impact and value of technologies to respond to the increasing scale of RE penetration as well as exploring ways to apply grid modernization, grid flexibility, smart grid and digitization technologies, while maintaining system reliability and power quality; and

 

  1. Contribute to strengthen capabilities of AMS on the efficient and sustainable power generation, delivery and consumption of electricity through collaborative training, expertise and best practices sharing.

The 8th Meeting HAPUA Working Group No. 3 – Distribution and Power Quality & Reliability and Its Projects Meeting

PT PLN (Persero) hosted The 8th Meeting HAPUA Working Group No. 3 – Distribution and Power Quality & Reliability and Its Projects Meeting from 23-25 April 2019 at Bali Dynasty Resort, Kuta, Bali, Indonesia. This meeting attended by 8 ASEAN Countries. The purposes of this meeting is to monitor the progress of three Projects and formulated Working Group Plan of Action to be considered in the next HAPUA Working Committee.

Mr. Indradi Setiawan, Head of Maluku – Papua Regional Operation Division of PT PLN (Persero) as Focal Point HWG 3 Indonesia in his opening speech encouraged all of the participants to have an active and productive discussions, so that depth analysis and details can be produced for all issues for feasible solutions to the development of all HAPUA Member Countries.

Together with The 8th Meeting HAPUA Working Group No. 3 and Its Projects Meeting, in the same week there are also several HAPUA agenda that be held in the same venue. The 13th Meeting of the HAPUA Working Group 1- Generation and Renewable Energy, attended by 8 ASEAN countries and The 3rd Workshop of the Feasibility Study for ASEAN Multilateral Power Trade attanded by 9 ASEAN countries.
